Port Elizabeth - Cooperative Governance and Traditional Affairs Minister, Pravin Gordhan, has taken a dig at the media, saying they only focus on the negative when reporting on municipal issues.
He called for a paradigm shift.
Gordhan says he would like to see a focus on what work in municipalities, rather that what the problems are.
