Bloemfontein - The ANC in the Free State has admitted that the state of municipalities in the province leaves much to be desired.
The party's provincial general secretary, William Bulwane says this is a well-known fact.
Speaking during a media briefing in Bloemfontein on Thursday, Bulwane said the Mangaung Metropolitan Municipality is the only municipality in the Free State that is improving and moving in the right direction.
Bulwane said some factors negatively affecting the delivery of municipal services include accounts arrears and ageing infrastructure.
Bulwane dismissed allegations that cadre deployment could be one of the main reasons that municipalities struggle to provide services to residents and emphasized that the ANC doesn't employ “dumb” cadres.

Bulwane says most municipal employees are sent to a finance and competency course in Pretoria to advance their skills in local government.
