Bloemfontein - An economist says municipalities are drowning in debt because of problems with the collection and management of funds.
Alex Smith says some municipalities are forced to provide free services for lower income communities and often struggle to recover the cost of providing those services.
He says the solution is to try to create more employment which will help reduce the immense pressure on government and municipalities.
