Bloemfontein - Legislation that could be preventing South African entrepreneurs from joining the mainstream economy should be reviewed in order to ensure economic freedom in the country.

Scenario planner, Clem Sunter, says South Africa needs an Economic Codesa where business leaders and government could discuss these issues.

Sunter says government's objective to create five million jobs by 2020 would only be possible if one million businesses were started. He therefore says the focus should shift from creating jobs to how to create these businesses and the legislation, financial assistance and mentorship required to reach this goal that would ultimately lead to mass employment.

Sunter says after 21 years of democracy the country is at an economic crossroads and is still facing economic apartheid.
