Cape Town - The chief whip and a councillor of the City of Cape Town have been found guilty by the federal executive of the Democratic Alliance (DA) for not following procurement rules, said sources.

A party official has confirmed the executive's ruling.

Sources told News24 that the verdict comes after the two bought party T-shirts during the 2016 election campaign without going through proper legal processes.

Western Cape DA spokesperson, Anneke Scheepers, confirmed that the two had been given suspended membership terminations, although she would not comment on the nature of the charges.

Suspended membership termination means that membership will be terminated if the individual is found guilty of a second offence during the next five years.

"Shaun August and Matthew Kempthorne have received suspended membership terminations for five years from the federal executive," she said.

"They were additionally fined one month's salary which must be paid to the party within 10 months," Anneke Scheepers said.

August is the DA chief whip in the City of Cape Town and is also the DA's metro chairperson. Kempthorn is a councillor in Cape Town and sits on the DA metro executive.

DA federal executive chairperson James Selfe and August could not be reached for comment.

Kempthorne referred all inquiries to the DA.
