The Higher Education Transformation Network (HETN) has welcomed the release of the Fees Commission Report by President Jacob Zuma.


The Networks Executive Director, Mothepane Seolonyane, says they are in full support of the planned implementation of the Commission’s findings and recommendations. The lobby group says findings contained in the report are crucial and should be discussed with all roleplayers in Higher Education. Seolonyane says the planned fee increments for the 2018 academic year should be discontinued.

The commission led by Judge Jonathan Heher said free education for all is not feasible.

Among others, it also recommends that all undergraduate and postgraduate students, regardless of their family background, be funded through a 'cost-sharing model of government guaranteed income-contingency loans'. This will be sourced from commercial banks.

For TVET colleges, the commission recommended all students receive fully subsidised free education in the form of grants that cover their full cost of study and that no student should be partially funded.

Two committees led by the Minister in the Presidency, Jeff Radebe, and the Minister of Finance, Malusi Gigaba, are further processing the report.
