Free State Finance MEC, Elzabe Rockman, says audit processes for municipalities across the province are expected to be concluded by the end of this month.


The Auditor-General reports will reveal the financial state and performance of municipalities for the 2016/17 fiscal year. 

Tabling her Adjustment Budget, Rockman said the reports will also indicate whether the municipalities have implemented recommendations to enable them to generate income and withstand management changes. This comes soon after Cooperative Governance and Traditional Affairs’ Minister, Des van Rooyen, said two priority municipalities - Matjhabeng and Maluti-A-Phofung - are among those battling to generate income and might receive a cash injection. The two municipalities are among those with the highest debt to Eskom and the water board.

During his visit to the province, Van Rooyen said Maluti-A-Phofung might receive about R6.5 million while Mafube will receive close to R5 million.

Auditor-General Kimi Makwetu earlier this year revealed in his audit results of South Africa's municipalities that irregular expenditure had increased by over 50% to R16.81 billion for the 2015/16 financial year.

The Western Cape leads Gauteng and KwaZulu-Natal, with 73% of municipalities with a clean audit, while municipalities in the Free State, Eastern Cape, and Mpumalanga showed a slight improvement and those in Limpopo, Northern Cape, and North West were still in the red.
