The Free State Finance MEC, Elzabe Rockman, has reallocated over R162 million to several provincial departments.


Tabling her mid-term adjustment budget, Rockman revealed that during consultative processes with individual departments, and the Executive Council among others they have identified an amount of R162,457 million for re-prioritisation in departments with high expenditures. These includes the provincial department of Education, Office of the Premier and the Department of Public Works and Infrastructure. She added that these departments have already exceeded the 50% spending norm of this year's provincial budget.

She says 51,7 % of the provincial budget had already been spent by the end of the second quarter, despite allocating all provincial departments with over R32 billion.

The two cash strapped Health and Education department’s still under Treasury’s care have, however, been allocated 68 % bulk of the initial fiscal envelop.

An additional amount of R30.1 million is to be allocated to the Education Department to supplement the budget allocation of transfers to schools, while the bulk of the R85 million allocated to Premier Ace Magashule's office will be expected to fund the bursary programme for both local and international students.

The DA in the province has, however, came out to say the tabled adjustment budget spells nothing but trouble. The party says the adjustment budget will affect service delivery in the province and questions why the Office of the Premier year-on-year continues to receive additional funding.

In a statement, the party says the reallocation of R162 million is largely due to infrastructure projects across various departments that have not yet been launched.

The tabling of the adjustment budget earlier today saw most of the opposition parties staging a walkout.
