Hogan says Zuma undermined her authority | News Article

Former Public Enterprises minister Barbara Hogan says former president Jacob Zuma and other ministers undermined her authority while she was in office.


Hogan has been testifying at the state capture inquiry in Parktown on Monday. 

She has detailed attempts at interference in the governance of state-owned enterprises. 

“It is important to note that there were three damaging processes afoot in my time with regards to SOE related appointments,” Hogan said.

“There were the very political and public maneuverings of certain elements within the ANC and tripartite alliance to get their way.

“Then there were ways that president Zuma and some cabinet colleagues thwarted my attempts to get cabinet approvals for board appointments.

“Finally the inexcusable interference with my responsibilities as a minister by president Zuma that eroded my executive authority and I refer in particular to Eskom in that regard.”


Hogan says Zuma was hellbent on appointing Siyabonga Gama as Transnet CEO.

That's even though Gama was undergoing a disciplinary process at the time.  

Hogan says Zuma exceeded his authority. 

“Firstly he insisted that I go ahead and appoint Gama and I said I couldn't as he was facing misconduct charges and he was not the preferred candidate, “Hogan sated.

“He then said no appointment to Transnet must be made until the disciplinary Mr. Gama is concluded.

“I was one month into that job and I was already feeling that the president as exceeding his authority here.”
