The tobacco industry still reels from a ban on sales during the hard lockdown.
Now, excise duties have increased, and the industry is under scrutiny over illicit trade.
British American Tobacco South Africa (BATSA) has welcomed an inquiry into the sector after it was accused of benefiting from illicit trade.
During the hard lockdown, tobacco companies could not trade locally, and the black market boomed, causing problems for the industry.
BATSA says it has been fully transparent with SARS.
