The Northern Cape provincial government allocated R500 million to the Sol Plaatje Municipality in aid of filling the incapacitating service delivery gaps.

According to the Executive Mayor, Patrick Mabilo - also known as the ghost - they are quite relieved that the provincial government has availed resources to them to rebuild the city. He says that they have developed a year-long master plan that entails attending to the damaged roads, faulty sewerage systems, skyrocketing electricity bills, as well as inconsistent water supply. He adds that a highly specialised committee has been tasked to oversee the spending of funds.  

Mabilo says that they will ensure that the hampered relationship between the municipality and Eskom is also addressed. "What we have done as a municipality, we have written a letter to him [CEO of Eskom] to come to Kimberley and explain how he has determined we are the highest in the country," says Mabilo.

"The structure of the programme is as follows: it will be coordinated by the premier's office through a highly experienced, seasoned, and qualified person with the name of Norman Shushu," asserts Mabilo.

Furthermore, a reporting template has been drafted and implemented to combat corruption, adds Mabilo.

He says they can guarantee the public that every cent of the money is reported for. They will ensure that a measurement of progress is recorded at every progress point, receipts will be kept and people will be held accountable for their actions.

Meanwhile, residents responded to the live Facebook interview by questioning the validity of the programme.

"Where is the concrete plan of action. They must indicate project plans with stipulated timeframes for each area. Citizens must demand that. Name and shame," says an anonymous resident.
