The pressure group, Mangaung Concerned Community (MCC), remains unwavering in the call for the dissolution of the Mangaung Metro Council.

This is despite the recent election of Mxolisi Siyonzana as mayor of the embattled metro on Monday 16 August. The MCC distanced itself from the political talk around Siyonzana ahead of the much-anticipated vote on Monday, telling OFM News that they are an apolitical organisation whose only demand is that council be dissolved due to it being compromised. This sentiment remains unchanged. The organisation refutes murmurs on the ground that they are opposed to Siyonzana’s election, adding that they do not “meddle” in political matters.  

Meanwhile, Siyonzana is expected to get the ball rolling on his tenure as mayor and announce his Members of the Mayoral Committee (MMC) soon. On Monday, votes in favour of Siyonzana edged out those for DA councillor Hardie Vivier, with 57 to 25, whilst five votes were spoiled. The metro also elected Mapaseka Mothibi-Nkoane as the new Speaker, defeating the DA's David Masoeu by garnering 54 votes to 24 of Masoeu.  

Most recently, Matjhabeng and Mangaung Metropolitan Municipalities in the Free State were identified as the third and fourth highest contributors to unauthorised expenditure countrywide for the 2019/20 financial year. This was revealed in Auditor-General (AG) Tsakani Maluleke’s latest report on the 2019/20 local government audit outcomes released on 30 June. 

Matjhabeng and the Mangaung Metro incurred R1, 5 billion and R1, 17 billion in unauthorised expenditure respectively. This supports the assertion in the report that there is a lack of accountability in Free State municipalities and this creates a perpetual disrespect for regulations, resulting in the mismanagement of resources and lack of service delivery. Mangaung is also the second-highest contributor to irregular expenditure with R1,6 billion incurred. This revelation comes amidst protest action and shutdowns in both Matjhabeng and the Mangaung Metro recently.
