Cape Town - Eighty one percent of local government structures are not complying with the Promotion of Access to Information Act.
This is according to a Human Rights Commission report tabled in Parliament this week.
The act makes it a statutory requirement for public and private bodies to be open, transparent and responsive; to voluntarily provide information and ensure access to information on human rights.
The commission says in the public sphere, the lack of political will at the most senior level to comply is a key problem, which perpetuates the disrespect for the right of access to information.
It also found private bodies used legislative gaps in the act - such as the lack of an internal appeal mechanism - to "show indifference".
