The Public Protector, Busisiwe Mkhebane, has made a damning finding against the Northern Cape Liquor Board and former MEC for Finance, Economic Development and Tourism John Block.


The report by Mkhwebane found evidence of maladministration and improper conduct in the appointment of Rudessa Stadhouer-Andrews as CEO of the by Block in 2014.

In her 42 pages long report the PP says the allegations that the appointment of the Stadhouer-Andrews as the CEO by Block on 7 August 2014 was not in accordance with the relevant laws and prescripts regulating the recruitment of a CEO of the board is substantiated.

The damning finding by Mkhhwebane follows an investigation after a complaint in 2015 by a member of the NC Provincial Legislature (MPL), Boitumelo Babuseng, who alleged thatthe  appointment of  Stadhouer-Andrews’ in August 2014 was irregular. 

Spokesperson for Mkhwebane, Oupa Segalwe, tells OFM News that in the PP’s remedial action to the incumbent MEC for the department, Mac Jack, is the he must amend the regulations regarding the appointment of the CEO and submit a plan of action with 30 days.

Segalwe says Babuseng alleged that Stadhouer-Andrews’ appointment as CEO on August 7, 2014, was unlawful and improper as she did not attend the interviews for the position as part of the selection process. 

He adds that in the PP’s report, she states that states Block’s decision not to approve the candidate that was recommended by the interview panel and to appoint Stadhouer-Andrews instead was taken eight months after the interviews were held and the memorandum of the interview panel was submitted.
