The Free State Legislature also earlier announced that there were no VIP arrangements in this sitting and furthermore, the event is being held at the Fourth Raadsaal to save costs on the venue.  

In an earlier briefing, newly elected Speaker of the provincial Legislature, Zanele Sifuba, announced that in efforts to save monies on events, this event will cost the provincial legislature just over R500 000, which is about R 2,5million less than what was spent on this event last year. With the focus from national government being on spending less on non-essential items and more on service delivery, it is expected that as Ntombela makes her speech, more cost-cutting measures will be made through the various departments which fall under her.
