#NWbudget: Scopa targets irregular, wasteful expenditure | News Article

Wasteful, irregular and unauthorised expenditure is expected to be the focal point of the newly elected chairperson of the public accounts committee in the North West Provincial Legislature, Job Dliso.

This as the MEC for Finance, Motlalepula Rosho, will this morning, Thursday 4 July 2019, deliver her much-anticipated budget speech with stringent measures within departments and municipalities expected to be high on the agenda.

OFM News previously reported that Premier Job Mokgoro announced in his State of the Province Address (Sopa) that the Hawks have placed 10cases on the court roll for trial while a further 15 were pending as a result of further investigations - all of which involves monies amounting to R2,497 billion.

Dliso says he is expected to meet with the Auditor-General (AG), Kimi Makwetu, to have further clarity on his latest 2017/18 municipal audit report that suggested that all 22 municipalities failed to achieve a clean audit opinion.

Rosho says she wants to reorganise the provincial administration with the hope of improving governance.

Mokgoro revealed that, as part of the concerted effort to root out corruption, the Hawks are investigating 46 cases in the Provincial Government and the SIU is scrutinising 44 cases. At least 20 senior managers, among others, are facing disciplinary processes across various departments. Motlalepula Rosho is faced with a predicament of four municipalities that had illegally spent millions of taxpayers’ money and transgressed the Municipal Finance Management Act (MFA) by investing a whopping R314 million with the controversial VBS Mutual Bank.  Rosho will also be expected to give full details on the ongoing forensic investigations into ten municipalities as it was announced by premier Job Mokgoro during his Sopa last week.

OFM News previously reported that premier Mokgoro said the failure by these 22 municipalities across the province to achieve a clean audit opinion from Makwetu was a serious indictment to the state of the provincial government. According to Makwetu, a total of 74% of the municipalities across the county did not adequately follow up allegations of financial and supply chain management misconduct and fraud.
