#NWbudget: Departments warned - ‘no plan no budget’─── LUCKY NKUYANE 16:24 Mon, 08 Jul 2019
The North West Treasury issues various departments in the province with the tough and strict condition of “no plan no budget”.
This as various departments in the province have been pointed out for wrongdoings which include fraud, corruption and maladministration with at least 20 senior managers facing disciplinary proceedings.
MEC for Finance in the province, Matalepula Rosho, says given the current infrastructure delivery challenges in the Province - ranging from underspending and increasing accruals, amongst others - it remains necessary to implement such measures. She also says only projects that are ready for implementation will be funded moving forward.
On Thursday Rosho tabled her provincial budget worth over R40 billion with the department of education receiving R17 billion and health with R12 billion, growing to R14.4 billion in the outer year of the Medium-Term Expenditure Framework (MTEF).
During her budget speech in the Provincial Legislature in Mahikeng, Rosho emphasised the importance of spending the budget according to plans within the financial year.
She said allocations to departments that do not spend accordingly, will be redirected towards critical service delivery priorities. She says measures are aimed at strengthening governance and improving service delivery.
She further indicated that the Provincial Government has agreed to convene the Integrated Infrastructure Planning and Implementation Lekgotla in August this year.
“The Lekgotla will engage roleplayers in the delivery of provincial infrastructure projects and will confirm projects planned for execution in 2021,” Rosho said this is aimed at ensuring proper planning and execution of projects.
OFM News previously reported that Premier Job Mokgoro announced in his State of the Province Address (Sopa) that the Hawks have placed 10 cases on the court roll for trial while a further 15 were pending as a result of further investigations - all of which involves monies amounting to R2,497 billion.
Mokgoro revealed that, as part of the concerted effort to root out corruption, the Hawks are investigating 46 cases in the Provincial Government and the SIU is scrutinising 44 cases.
