#Estina #StateCaptureInquiry: FS officials have a culture of fear─── LUCKY NKUYANE 14:18 Mon, 22 Jul 2019
Democratic Alliance (DA) MPL Roy Jankielsohn says there is a culture of fear among officials within the Free State Provincial Government Departments.
He says officials are afraid to come forward with information on wrongdoings, for fear of either losing their jobs or being killed.
Providing testimony at the State Commission on State Capture, he made inferences to prior events where certain officials were allegedly kidnapped and killed in some instances.
He says officials furthermore fear speaking out against maleficence because they fear being side-lined and intimidated.
Jankielsohn specifically pointed out the murder of Moses Tshake, an auditor at the Agriculture Department, who was killed in 2013 - presumably linked to his whistle-blowing on the scandal.
Jankielsohn says there was another incident where, at the provincial funeral of the former head of the Police, Roads and Transport Department, Sandile Msibi, the former premier, Ace Magashule, indicated that Msibi was poisoned.
“We have questioned the government at length about this and whether, in fact, they were investigating the murder [but] we still haven’t received a satisfactory response,” he adds.
He says following the failure by Magashule to act on these allegations he made during the funeral, Jankielsohn then laid a criminal case against Magashule at the Parys Police Station, but two years since he lodged a criminal case against the former premier, he is yet to be informed about any development with regards to the case.
Earlier on Jankielsohn told the commission that the former MEC for the Department, Mamiki Qabathe, failed to give clear and detailed reports and figures on written questions about the Estina project in the Provincial Legislature.
He said some of the answers to his questions indicated that the department committed to pay the total contribution of R342 million over three years in tranches of R114 million per year. Jankielsohn said during his testimony at the Commission into allegations of State Capture he was further informed that the first financial contribution was done in two payments of R30 million and R84 million.
