The North West Provincial Treasury MEC, Motlalepula Rosho, has highlighted some of the serious issues within the Department ofHuman Settlements during an oversite meeting with the MEC for the department.

She says while monitoring the spending pattern of the Department, she observed the slow expenditure of infrastructure due to the lack of monitoring of contracts, amongst others. She also says there is ineffective project scopes, slow procurement processes, no binding conditions to municipalities on water and sanitation projects and weak Project management units (PMUs). Rosho met with the MEC, for cooperative Governance, Human Settlements and Traditional Affairs (COGHSTA), Mothibedi Kegakilwe, on infrastructure expenditure as well as the implementation protocol on the Memorandum of Understanding(MOU) between the two departments. Roshosays the department's overall expenditure at the end of last month was 16.12% instead of the targeted 25% expenditure, and expenditure for the Department of Human Settlements recorded25.3%.

“Systems within the PMU’s are weak and, as a result, compromised service delivery.” Going forward, tenders above R10 million will be subjected to Provincial Treasury Internal Audit processes to ensure that plans are implemented against set targets,” she says.

Meanwhile, COGHSTA MEC Kegakilwe expressed his appreciation for the support provided by the provincial Treasury and acknowledged that poor planning within the department resulted in service delivery underperformance and that it is concerning that value is not derived from the use of PMUs considering the number of funds spent on this function. He confirmed that consequence management will be implemented to address unsatisfactory oversight by COGHSTA, as well as poor delivery of projects by contractors.“The two departments resolved to work together to engage the national government for the province to access more funds for the provision of water and sanitation services,” Rosho adds.
