PP makes adverse findings against NW Education─── LUCKY NKUYANE 10:43 Tue, 08 Oct 2019
The Public Protector (PP), Busisiwe Mkhwebane, has made adverse findings against the North West Department of Education after a teacher was left destitute and without a salary for a year despite him applying for early retirement.
The 33-page report deals with a complaint lodged seven years ago by a former teacher who was discharged due to ill health.
Mkhwebane found that the department was unduly prejudiced towards the teacher and found an element of maladministration with the termination of his contract instead of considering the request.
It's reported that the department took about six years not processing the application while the teacher was on sick leave and was instead dismissed.
Mkhwebane has ordered the department to apologise and repay the R4000 monthly contributions – with interest - to the government pension fund that was deducted from his monthly salary.
The report reads that the teacher was on sick leave for an extended period from 2008 and stopped receiving a salary from the department in 2014.
He was later informed that he was discharged on grounds of ill health. Mkhwebane says the complainant did not have an income for a period of a year due to the department’s undue delay in submitting the correct withdrawal forms.
Upon an inquiry by OFM News, the department claimed not to have seen the report by the PP.
