The state of North West municipalities has come under scrutiny in the Provincial Legislature with the DA demanding answers on how the government plans to improve service delivery.


Speaking before members of the Provincial Legislature, the party’s spokesperson on Cooperative Governance, Human Settlements and Traditional Affairs, Freddy Sonakile, said none of the interventions that have been placed in all 22 municipalities, has yielded any positive results.

This, as Auditor-General Kimi Makwetu, in his 2017/18 local government audit outcomes report, outlined that none of the municipalities in this province received a clean audit and that the R1.6 billion loss of investments made with the now liquidated VBS Mutual Bank, significantly weakened their financial position. Sonakile told the House that they would like to know from MEC Mothibedi Kegakilwe why no stronger action has been taken against those who failed the people of the North West and why municipalities have been left to continue in their failure to manage public funds whilst not delivering basic services.

“The fact that we have not seen effective consequence management over the years, proves that the Department of Cooperative Governance has failed in its oversight role over municipalities. Water and sewage issues, factionalism, corruption, and incompetence of accounting officers have become synonymous with North West municipalities for the past quarter of a century,” he said.

Sonakile highlighted that the placement of 15 municipalities under administration according to Section 139(1)(b), has not resolved the numerous challenges they are faced with and would like to hear Kegakilwe’s plan of action moving forward.
