#Exclusive: NW MEC’s bid to keep municipality from appointing managers fails─── 10:41 Wed, 10 Jun 2020
The Maquassi-Hills local municipality has ignored instructions from the North West MEC for Cooperative Governance, Human settlements and Traditional affairs - Gordon Kegakilwe - to not appoint any senior managers.
Among the appointed managers is Victor Nicodemus, who has a pending fraud case against him from his time at Dr Kenneth Kaunda district municipality.
OFM News is in possession of a court document indicating Nicodemus was found not fit to occupy a position of trust in the public service. This, after he was taken to court by the Dr Kenneth Kaunda district municipality for numerous fraud charges.
Maquassi-Hills local municipality Public Relations Officer, MCcaswell Khumalo, told OFM News that the municipality was not aware of the court sanction and that his current case is pending.
Khumalo said the appointment of senior managers is the prerogative of the council by law, hence the intervention of MEC Kegakilwe was ignored.
North West Hawks spokesperson, Captain Captain Tlangelani Rikhotso, confirmed to OFM News that a fraud case involving Nicodemus is ongoing at court.
OFM news spoke to North West spokesperson for Cooperative Governance, Human Settlements and Traditional Affairs Dineo Thapelo, who said the department will probe the appointments made after the council was advised to not continue with the appointment.
Part of the urgent letter sent to the council reads that if the council continues, the high court shall be approached for an urgent interdict.
Khumalo said that Nicodemus did not have to declare anything, as his case is pending.
