Matebesi says one municipality in particular, which serves as an important example, is the troubled Mangaung Metro where the failure of service delivery has been reported to be rampant. He says the failure by the municipality and other municipalities to keep the lights on, pay for services, and keep the cities and towns clean, are some of the reasons which prove that the local government departments are not needed. Matebesi says there is a redress with things going bad in the city and he says that this is unacceptable.

Bloemfontein used to be a very beautiful city and its all these kinds of things that we have to ask about the municipality. What is the role of the municipality, it is there to provide basic services and if it fails to do that then you will have questions like that,” he adds.

He says the metro, which is under administration, is dysfunctional. That is a shame and an insult to democracy.
