Delivering his State of the Province Address (SOPA) on Tuesday evening in the Provincial Legislature, Saul said former students would not be forced to pay back the R150 million in debt. He says the debt will officially be written off by 1 April 2021. Saul says the budget for the bursary will be centralised in his office after 1 April while the fund will no longer be in the form of loans, but bursaries.

Meanwhile, Saul said 258 unemployed young people were enrolled in a vocational and artisanal training project from a recent successful launched project. Saul added that 166 of them have successfully completed the project.
