The troubled Delareyville-based Tswaing Local Municipality in the North West is making headlines for all the wrong reasons.

A video of security guards violently attacking an employee at the municipality this week is continuing to do the rounds on social media.

A group of security guards with baton sticks are seen kicking and beating a male employee who is laying on the ground. It's not yet clear as to what might have led to the brutal beating of the employee.

Meanwhile, the ANC Interim Provincial Committee (IPC) has called on authorities to make sure that those implicated in the act are brought to book and face the might of the law.

ANC IPC spokesperson, Kenny Morolong, says the party has noted with shock and concern recent developments at this municipality.

"In August 2019, the Interim Provincial Committee conducted an in-depth assessment on the state of municipalities in the province after the IPC report identified Tswaing Local Municipality as one of the municipalities that required immediate intervention. The IPC had at the time expressed concern over the internal squabbles within the municipal council and ANC caucus, which had become thorny and warranted appropriate intervention by the Provincial Government and the ANC and as a majority party in the council," he adds.

According to Morolong, the municipality is riddled with internal squabbles and has become totally dysfunctional in its operations and governance systems.

"The situation has degenerated into chaos with the municipality operating with two Municipal Managers and two Mayors. The Municipality has effectively collapsed and cannot fulfil its executive obligations in terms of the Constitution of the Republic," Morolong further adds.
