Clover workers want the Trade and Industry Department to intervene over closures and retrenchments.
The Food and Allied Workers Union says the dairy giant has also withheld bonuses.
Mametlwe Sebei from the General Industrial Workers Union says the situation is desperate.
"For weeks now we've been calling for [the] government to intervene in the crisis of Clover. The crisis, as you know, is that Clover is carrying out restructuring that entail job losses of hundreds," Sebei said.
"I think 1,400 overall workers are forced into voluntary severance packages, and of course factory closures - about six [factories] overall.
"From last year, two in Western Cape, two in Free State, one in North West, another here in Gauteng. We have been approaching, we have been writing, we have had some level of engagement... the situation is desperate, it's urgent and obviously once Clover begins to move to dismantle these facilities, once these workers are retrenched, we begin to lose skills.”
