This will be MEC Mxolisi Dukwana's second budget speech this year after he presented the Human Settlements budget on Tuesday. Failures at, and the deteriorating administration of certain municipalities in the province will come under the spotlight. Dukwana is set to address service delivery issues, which often leave residents irate and frustrated.

The Bloemfontein-based Mangaung Metro, Trompsburg-based Kopanong, and Welkom-based Matjhabeng Municipalities are set to come under scrutiny during Dukwana's speech.

These three municipalities were extensively discussed at the National Council of Province's (NCOP) sittings this week. Issues such as water, sanitation and debt owed to service providers, such as Bloem Water, came to the fore.

Parliamentarians had much to say about these municipalities during the deliberations.

Dukwana, who prides and aligns himself with clean governance, is on Thursday also expected to present bold steps aimed at dealing with corruption, maladministration, and fraud across municipalities.

He will also allocate budgets to different programmes within the department, which are set to enhance speedy service delivery to residents.
