The Free State department of cooperative governance and traditional affairs (Cogta) and human settlements is taking firm action to restore rightful ownership of houses, particularly in Bloemfontein’s Hillside View area.

The department has launched an investigation into cases of illegal occupation and alleged collusion involving departmental officials and contractors linked to projects aimed at removing asbestos roofs and replacing old two-roomed houses with improved structures. Houses were also reportedly allocated to military veterans in Vista Park.

The main focus is currently on Hillside View, where the department aims to correct past mistakes and address illegal house allocations. An additional twelve houses in the area have been identified as being illegally occupied.

“We will be coming back, as we have identified an additional twelve houses that are illegally occupied,” said Cogta and Human Settlements MEC Saki Mokoena.

“The department is investigating whether the individuals involved in the illegal occupation of houses were victims or whether they colluded. The government will then determine the appropriate course of action based on those findings,” Mokoena added.

A joint effort with law enforcement is underway to address these irregularities and ensure justice for genuine beneficiaries. The department is working closely with the police, and officials will open criminal cases where necessary. 

Individuals outside the department who are implicated in illegal activities will also face prosecution as part of efforts to protect vulnerable residents from exploitation.

Looking ahead, Mokoena confirmed that the demolition and replacement of two-roomed houses will be rolled out across all districts where such structures still exist. To tackle the ongoing challenge of informal settlements, the department is actively developing 19,500 housing sites.

These sites will be made available in towns such as Brandfort and Kroonstad, ensuring that deserving beneficiaries receive both a house and a title deed to secure their tenure and ownership for future generations.
