The party has announced its intention to submit a motion to the Mangaung metro regarding the management of homelessness.

The proposal seeks the creation of a formal policy and a municipal by-law to address the increasing number of people living in public spaces, stormwater systems, and under bridges. The DA said the metro currently does not have a formal framework or specific legislation to manage homelessness.

The party reports many individuals reside in unsafe conditions across the city.

“The DA’s motion calls for a whole of society approach, bringing together local government, provincial and national departments, and civil society to implement sustainable, practical solutions,” said DA councillor Corize van Rensburg.

She said the absence of a government plan has resulted in non-governmental organisations, faith-based groups, and the private sector providing the majority of social support without significant municipal coordination.

The motion also calls for increasing communication between the police, the department of home affairs, and the department of social development.

Additionally, it advocates for the establishment of a central database to track available shelter beds and social services.

The proposal suggests expanding access to healthcare, identity documentation, and rehabilitation programmes. Furthermore, the party suggests the implementation of programmes aimed at preventing at-risk youth from entering homelessness.

“Importantly, this motion also emphasises that local government must stop short-term, unsustainable approaches and instead focus on structured, humane, and lawful interventions that protect both vulnerable individuals and community spaces.” 

The goal is to establish a system that balances the rights of individuals with the maintenance of community spaces. The motion states the development of this policy is a step to ensure accountability and proper planning within the municipality. 

If passed, the motion would require the metro to begin the drafting process for the new by-laws and social programmes.
