A special council meeting for the Moqhaka municipality, which was scheduled for Wednesday (22/4), could not take place as planned.

The meeting was cancelled because there were not enough councillors present to form a quorum. The ANC in the Fezile Dabi region released a statement to explain the situation to residents.

“The ANC will continue to provide leadership that is steady, reliable, and rooted in the needs of the people,” said the municipality.

 According to the council's standing rules and orders, specifically rules 41(1) and 43(1), if a quorum is not reached within 20 minutes of the starting time, the meeting must be postponed.

The meeting was called to address two main issues:

  • Filling vacancies: The council needs to elect a new executive mayor and a new speaker following recent resignations from those offices; and
  • Staff: The council needs to appoint a panel to interview and select new directors for the municipality.

The ANC has reassured the public the delay of this meeting will not stop municipal work. The party said the day-to-day operations, administrative functions, and essential service delivery remain fully operational.

“We want to emphasise, unequivocally, that this procedural setback does not paralyse the municipality.” 

The meeting will be rescheduled for a later date. Under the current rules, a continuation meeting must be held within 30 days, but it cannot happen sooner than two days after the original date.

The ANC said governance has not collapsed, and they remain committed to stability and transparency, and that it would work to resolve these leadership vacancies within the legal framework to ensure the municipality continues to serve the community effectively.
