MAP councillors failed to pitch for deciding sitting | News Article

A special council sitting set to decide the fate of a mayor, speaker and chief whip of the troubled Qwaqwa-based Maluti-A-Phofung Local Municipality in the Free State, failed to sit, as planned, on Thursday 22 December 2022.

Councillors had signed a petition for the council to sit and decide on a motion of no-confidence against the aforementioned persons in question.

But according to the municipal spokesperson, Thabo Kessah, the meeting was not quorate - there were not enough people to make official decisions, as councillors failed to pitch for the planned sitting. The municipality is among a few in the province that has been besieged by administration issues which led to the nonpayment of workers.  

The municipality also came under serious criticism from the trade union federation, Cosatu, in the Free State.

Cosatu's provincial spokesperson, Monyatso Oa Mahlatsi, slammed the ailing municipality following the electricity and water crises in that area.

The municipality was also recently cautioned by the National Treasury over its continued adoption of an unfunded budget and ignoring key and essential acts such as the Municipal Finance Management Act (MFMA).

In a leaked letter shown to OFM News, the department's Malijeng Ngqaleni warns the struggling municipality that if it continued with such transgressions, it would withhold the conditional grant. This has the potential to hamper service delivery to residents who are already frustrated following the recent debacles with water and electricity supply.

This was the second warning the municipality received, but seemingly the first one fell on deaf ears, prompting the second warning as it continued to adopt the unfunded budget.

Kessah confirmed to OFM News that a letter was indeed received and they are responding to it accordingly.
