A former Letsemeng municipal manager has been granted bail by the Koffiefontein Magistrate’s Court in a R38 million tender fraud case.

Dineo Gloria Tsikang (38) appeared briefly alongside Nkhesebo Solutions director Sebolelo Alphoncina Mochesane (36). They were arrested by the Hawks on Monday (11/12), and charged with fraud, corruption, forgery and uttering, and also contravention of the Municipal Finance Management Act.

Tsikang was released on R50,000 bail and Mochesa on R80,000, said Free State Hawks spokesperson Fikiswa Matoti. The case was postponed to 25 March for further investigations.

The Hawks raided the Koffiefontein offices of the Letsemeng Municipality and confiscated tender documents, payment batches, and an acceptance of tender letter for investigations in January 2023. The accused were arrested after an investigation revealed they allegedly committed fraud relating to a bulk water upgrade tender worth R38 million, which was advertised on 15 May 2022. 

The company submitted a false performance certificate and appointment letter. The former acting municipal manager allegedly appointed the company in August last year.
