Vaal Central Water is investigating the tragic drowning of an eleven-year-old at a sewer infrastructure site in Kutlwanong, Odendaalsrus.
The incident has prompted a formal multi-agency investigation to establish the circumstances surrounding the child’s death and to strengthen safety measures.
Three boys (between 10 and 11) got stuck in the mud while swimming in an excavation filled with wastewater on Saturday (2/8). The two younger boys managed to get out while the eleven-year-old ultimately drowned.
Police were summoned to the scene at around 15:30, and the boy’s body was retrieved five hours later.
“At the time of the incident, the site formed part of an active construction zone related to the sewer upgrade project,” said Vaal Central Water spokesperson Lindiwe Mnguni.
“Safety arrangements were in place at the site; however, the adequacy and effectiveness of these measures are now under formal investigation. The identity of the deceased has not yet been formally released.”
Community members are encouraged to continue exercising caution around active construction areas. While these projects are vital to improving public infrastructure, they carry risks, especially for children, she said.
The investigation involves the department of water and sanitation, Vaal Central Water, the department of employment and labour, the police, and project contractor Isiphethu Services.
‘We urge parents to educate their children about water safety’
Parents, guardians, and caregivers are encouraged to speak to children about the dangers of entering construction zones and to help prevent access to these areas.
“Odendaalsrus police are investigating an inquest following the drowning incident,” said Free State police spokesperson Palesa Thabana. “The victim was declared dead on the scene by emergency services personnel.
“We urge parents to educate their children about water safety and the risks of swimming in dirty water.”
The safety of all residents, especially young children, remains a shared priority for authorities, said Mnguni. Additional safety measures and awareness campaigns are being considered to help reinforce the protection of life and property.
“We acknowledge the grief and frustration that this tragedy has caused within the community. We appeal to all residents to remain calm, desist from destructive actions, and allow the investigations to take their course.”
