The DA in the Free State has raised serious concerns over the sudden withdrawal of Expanded Public Works Programme (EPWP) job advertisements by the Moqhaka Local Municipality.

On 29 August, the municipality issued a public notice announcing the immediate withdrawal of an advert for 33 short-term EPWP positions. The decision has sparked criticism and questions from opposition parties, particularly the DA, who say the move undermines the credibility of a programme designed to support vulnerable communities.

“The abrupt decision has left dozens of residents without income and without answers, undermining the credibility of the EPWP programme, which is meant to support vulnerable communities through temporary work opportunities,” said DA councillor in the Fezile Dabi District Municipality, Mbali Mnaba.


Mnaba said the party has written to the Moqhaka Municipal Manager, Portia Tshabalala, demanding urgent clarity on the matter. In her letter, Mnaba requested answers to several critical questions:

  • Why was the advert for these jobs withdrawn?
  • How much did the municipality spend to publish these advertisements through various media platforms?
  • Were these jobs budgeted for, and if so, what is the total amount allocated?
  • Are there any financial implications for the municipality as a result of withdrawing these positions?
  • Will these posts be re-advertised? If yes, when?
  • What is the standard process used to recruit and appoint EPWP workers in Moqhaka?
  • Are EPWP guidelines and applicable labour laws complied with adequately during this process?
  • What measures are in place to ensure EPWP opportunities are distributed fairly across all wards within the municipality, without political interference?

The municipality  has been given 14 days to respond.

“EPWP appointments cannot be shrouded in secrecy. They must serve their true purpose, which is to empower unemployed residents and provide temporary relief for poverty-stricken households,” said Mnaba.
