A second executive has accused Eskom CEO André de Ruyter of making senior appointments without following due process.

Eskom CFO Caleb Cassim had informed the board of three new appointments allegedly done at De Ruyter’s instruction outside normal process, according to Business Day

He alleged that former department of public enterprises chief specialist Ben Theron, Mandy Rambharos and Michiel Reimers were appointed as GMs either without the positions being advertised or to positions that did not exist on Eskom’s organigram.

A source said that some board members felt the CFO should write a formal complaint to the board. Thus it reportedly reversed the addition of the names to the terms of reference for senior counsel advocate Ishmael Semenya’s independent investigation. He is now only investigating five questionable appointments.

Several Eskom insiders have confirmed that Cassim has not submitted a complaint.

Eskom spokesperson Sikonathi Mantshantsha said the matter is receiving due attention.

Eskom also said the appointments were done in accordance with “Eskom’s policy and guidelines, in the best interests of the company” and that there’s no requirement for the board to approve the appointment of senior managers and organisational structures as this is part of the group CEO's operational role.
