All eyes will be on North West premier Job Mokgoro, who will deliver his State of the Province (SOPA) address today.

It is expected that he will largely focus on the state of his ailing municipalities and on a way forward on issues which include economic development of rural and small towns. Issues of youth unemployment, rife corruption in governmental departments and municipalities that received much attention in the Auditor General, Kimi Makwetu's report, will also be addressed.

The issue of state capture, where MEC for Public Works, Oagile Molapisi, has been fingered for wrongdoing after allegedly receiving R700 000 in kickbacks is also expected to come up. Molapisi is accused of signing a five-year contract with SA Express to revive the Mahikeng- and Pilanesberg Airports. Mokgoro earlier said his administration will harshly deal with corrupt officials and make sure that provincial government cleans out the rot.

His Sopa comes at the time none the municipalities in the province received a clean audit. Furthermore, their status was the worst since the 2013/14 financial year. Makwetu’s report states a total of 74% of municipalities did not adequately follow up allegations of financial and supply chain management misconduct and fraud. He further said 45% of municipalities did not have all the required mechanisms in place for reporting and investigating transgressions or possible fraud.

At least four municipalities were found to have illegally invested a total of R314 million in taxpayer’s money in the now liquidated and controversial VBS Mutual Bank. Mokgoro is now faced with issues of municipalities that are under administration because, amongst others, they failed to provide adequate and basic service delivery to residents. These municipalities were also marred by corruption, maladministration and a dysfunctional municipal council that often failed to reach important decisions on issues such as job creation and service delivery.
