Opposition parties rejected the Premier's Office 2019/20 Budget Vote Speech on Wednesday and likened her rule as similar to that of former Free State premier Ace Magashule, who has been accused of ransacking the coffers of the provincial government.


Opposition parties in the Provincial Legislature say the premier has failed to decisively deal with corruption, fraud and maladministration within her provincial government and various departments. DA Member of the Provincial Legislature (MPL) Roy Jankielsonh says Ntombela's office is dysfunctional and the latest report of the Auditor-General (AG) Kimi Makwetu has affirmed it.

This, as Makwetu's report gave Ntombela's office an adverse report in the 2017/18 financial year and none of the municipalities in the province received a clean audit report. Meanwhile, the Freedom Front Plus' (FF+) Devar Smit and Economic Freedom Fighters' (EFF), Malefane Msimanga, says Ntombela must make sure that viable projects are carried to better the lives of residents in the province.

Ntombela, says despite rigorous cost-cutting measures and a trimmed financial allocation to her office, much more will be done to ensure that the needs of residents are attended to. Ntombela says despite the R626 million allocation to her office in the 2019/20 financial year, her office will be forced to absorb all contract workers - mainly young people - who have been part of the structure of the Office of the Premier for a considerable period.

She further says investment in human resource development will also be a priority and both the Provincial Training and Development Institute and the Provincial Skills Development Coordination units will be at the centre of the provincial skills revolution. In her budget vote speech at the Fourth Raadsaal in Bloemfontein, she announced that the Legal Services unit will continue to provide services to her office, Members of the Executive Council, departments and officials. She says in this financial year they look to reduce high legal claims against government and will further deal with major cases from municipalities to prevent possible collusion between municipal officials and businesses.
