Land deal for multi-million shopping mall in NW 'is flawed'─── 11:08 Thu, 26 Sep 2019
There is a corrupt relationship between the Rustenburg Municipality and Kylipac over the land where a multi-million rand shopping mall will be built, Forum 4 Service Delivery councillor, Pogiso Bothomane, said on Wednesday at a council meeting.
"I have been outspoken on this matter. I maintained that this is an alienation of land that emanates from a corrupt agreement of 2014, 10 December... and even the unsolicited bid converted to a competitive bid," Bothomane told the council meeting.
The Forum 4 Service Delivery councillor has lodged an objection to the alienation of portion 22 and portion 1 of Rustenburg Town and Townlands 272 JQ, stating that it lacks fair, equitable, transparent, competitive and lawful supply chain management consideration.
He said the design of the shopping mall was an extension of the land awarded to Kylipac. Bothomane also questioned whether mayor Mpho Khunou influenced the awarding of the land to Kylipac.
"What worries me is that it takes my leader (mayor) in this council to have been talking to Kylipac for 13 years. It is not me writing it, it is the office of the executive mayor, do they blatantly say the mayor was influencing the tender?" he asked.
He said Khunou was out of council in 2006, he was a businessman, in 2008 he was the secretary of the ANC in the Bojanala region and in 2011 he become mayor.
"These 13 years worry me, it is the basis of my objection," he said.
Responding to Bothomane in council, Khonou said he did not influence any tender.
