Free State police spokesperson, Motantsi Makhele, confirms the incident captured on CCTV footage occurred on Tuesday 7 April at around 15:00 pm on the corner of Milner and Waverley Road in Bayswater. The CCTV footage shows a security guard standing in a vacant parking spot before he and a female pedestrian are abruptly run over by the van.

Makhele confirms the second vehicle involved in the accident is a van, which was found by authorities in a stationary position at the intersection, with its bumper and bonnet quite damaged. The vehicle is not fully visible on the footage. The police van on the other end was found inside the Bays Village parking lot where it had run over a woman and a security guard who were both found in a serious, but stable condition by emergency medical personnel. They were later transported separate hospitals in the city. Both drivers of the two vehicles escaped the accident unscathed.

The investigation into the matter continues.
