Cogta expresses concern over NW municipalities─── KATLEHO MORAPELA 11:16 Tue, 08 Jun 2021
The number of North West municipalities with unauthorised, irregular expenditure is a great cause of concern.
This is according to the Provincial Cooperative Governance and Traditional Affairs (Cogta) Department. More than half of the municipalities in the province have recorded an increase in irregular, wasteful expenditure as compared to the previous years despite most of them being under administration. A report by the department indicates that the majority of the 22 municipalities in the province are battling to produce clean audits with only two that have shown improvements.
The report tabled before members of parliament has indicated that irregular tender procedures are also a huge problem in the province. This is coupled with a lack of consequence management and political oversight in many municipalities. The report tabled on Monday comes just days after OFM News reported on how MEC Mmoloki Cwaile has vowed to address challenges faced by municipalities.
Presenting his R674 million budget for the 2021/22 financial year, Cwaile said the bulk of it will go towards addressing issues at local government. He told Members of the Provincial Legislature (MPL) more needs to be done to rescue collapsing municipalities and deliver services.
The financially troubled Matlosana, Ramotshere Moiloa, Mahikeng, Madibeng, Ditsobotla, and JB Marks Local Municipalities are amongst those where political stability and sound financial management are much-needed.
The report tabled before members of the NCOP further indicates that over R15 billion is unaccounted for in municipalities whilst several key positions remain vacant.
