Miga was appointed as the new MEC on Thursday following the sudden resignation of Mmoloki Cwaile after he was placed on special leave by Mokgoro last week. Cwaile announced his resignation on Thursday, following weeks of speculation about his future. He was replaced the same day after announcing his resignation. The premier's office has not clarified why Cwaile was placed on special leave in the first place.

Following the announcement regarding the special leave last week, Cwaile defied Mokgoro’s directive and stated that, contrary to what was communicated through the media, he was not on leave and continued to carry out his duties as the MEC. In a statement on Thursday, Cwaile said “...it is only fair that I should relinquish my duties as MEC". His resignation came into effect Wednesday 11 August 2021, and there is still no clarity as to what led to this.
