"The inability to deliver services as cardinal as water and sanitation is an infringement of human rights, an injustice that can no longer be justified for no particular reason 28 years after the dawn of democratic South Africa". These are the words of Mchunu following his meeting with provincial government officials. 

According to a statement issued by the Free State government, Mchunu's visit forms part of the broader ongoing programme to accelerate the provision of water and sanitation, strengthen relations between the ministry, provincial government, municipalities, and communities.

Mchunu raised concerns over the state of infrastructure maintenance, poor water management, and municipalities' failure to pay debts. He said that on average, 40% of water across Free State municipalities is lost due to a lack of maintenance resulting in leakages.
