It's been at least three years since Saul assumed the role and powers of premier.

Saul came into office and divulged his big plans for his province. He made promises to residents that his administration would overhaul the healthcare system, deal decisively with wastage across ailing municipalities, and attend to dilapidating sewerage and road infrastructure in municipalities such as the Kimberley-based Sol Plaatje.

After three years with Saul in office, residents across the province continue to vent their frustration with the lack of service delivery, lack of road infrastructure, and sewage in their streets and homes.

Meanwhile, Public Protector Busisiwe Mkhwebane and her deputy Kholeka Gcaleka visited the province last week and found that inefficient emergency medical services - with ambulances grounded by a lack of fuel - were identified as another aspect paralysing the local public healthcare system.

Mkhwebane's spokesperson, Oupa Segalwe, said the other issues which added to the woes faced by the healthcare system in the province include the contractual problems between government service providers, which appear to be at the heart of the issues.

In 2021, Saul announced his provincial government will pump millions into the Sol Plaatje Municipality for urgent infrastructure development. Saul said R215 million would go towards urgent maintenance work to fix potholes, as well as sewerage and water leakages. Another R53 million had been signed off to purchase land next to the N12 for housing.
