North West Cogta dealt a blow by High Court─── LUCKY NKUYANE 10:34 Fri, 09 Dec 2022
A North West High Court judge has declared the appointment of the Zeerust-based Ramotshere Moilwa Local Municipality as unlawful.
This after the Department of Cooperative Governance (Cogta), led by the newly appointed MEC Nono Maloyi, approved the secondment of Joseph Mogale to act as the municipal manager (MM) for the municipality for a period of three months, after the position became vacant.
Acting Judge Reedy dealt a blow to the department and ruled against it in favour of a local councillor, Tshepo Morebantwa, who dragged the department to court.
Meanwhile, the department says it has noted the judgment. The departmental spokesperson, Dineo Thapelo, says MEC Maloyi has indicated that the department in question will comply with the judgment.
“The council of Ramotshere Moiloa had requested the MEC for Cooperative Governance, Human Settlements and Traditional Affairs to second an official to act as the Municipal Manager for a period of three (3) months, with effect from 10 November 2022 until 31 January 2023. This was after the contract of the substantive Municipal Manager came to an end in November 2022.”
Thapelo added that MEC Maloyi has engaged the affected municipality and advised them to get a replacement for Mogale, albeit on a temporary basis, whilst they are working on finalising the recruitment processes for a substantive Municipal Manager.
OFM News previously reported that Premier Bushy Maape recently affected his second cabinet reshuffle since he came into power. On Wednesday 7 December, Maape appointed the ANC Deputy Provincial Secretary and Deputy Speaker of the Provincial Legislature, Viola Motsumi, as the new MEC for Education.

Among further changes in this cabinet reshuffling, MEC Virginia Tlhapi was brought from her Arts and Culture Department to replace Mosenogi in Tourism and steer the ship.
Maape said the effected changes and appointments are calls to champion the interests of the poor and marginalised and to promote good governance, which includes ethical leadership.
