“No leader of the ANC shall be permitted to make a mockery of fraud and corruption allegations.”
The ANC in the Northern Cape has suspended a Provincial Executive Committee (PEC) member following allegations of being paid double salaries by the government.
Party spokesperson Thabo Mothibi said in dealing with the serious allegations, they will place Moses Moalosi under immediate suspension as a PEC member, and for the duration of his suspension he would not be expected to participate in anything related to the party.
“The investigation will be expedited and should the outcome thereof amplify gross misconduct which underscores the weight of the allegations, a disciplinary hearing will follow and its outcome might even result in expulsion.”

The double government salaries are from the ZF Mgcawu District Municipality and the provincial Department of Agriculture, Environmental Affairs, Rural Development, and Land Reform. While inquiries have been sent, including to the Office of the Premier, Cope’s Pakes Dikgetsi said Moalosi could get away with the double salaries due to the cadre deployment by the ruling party.
In March 2021, Moalosi resigned as the district speaker of ZF Mgcawu District Municipality. Following his resignation, it is alleged that he might have been rehired by the municipality, as the latest payment from the municipality to him is dated April 2023. According to documents in possession of OFM News the municipality has paid him more than R35 000 per month for February, March, and April.
The key question sent by OFM News to the municipality is: “Following Moalosi’s resignation as the speaker, when was he reappointed into the municipality, and in what capacity?” This is to establish how long the payments have been going on.

According to documents in possession of OFM News Moalosi signed his acceptance offer of employment at the Department of Agriculture as portfolio coordinator on 5 December 2022 and assumed duty on 6 December at its Kimberley offices. It’s unclear how long his contract was for, as he signed another contract months later, extending his employment by six months.
His annual salary, according to the contract is R811 560. What has surprised Dikgetsi is there has never been a position of portfolio coordinator in the department.
“Due to the cadre-deployment, the ruling party creates these positions so that (all high-ranking party members) may still have a job, especially Moalosi since he was a PEC member.” However, per the Ministerial Handbook dated 13 April 2023, a portfolio coordinator may be created for the MECs responsible for departments. That was the loophole that was used to approve Moalosi’s extension.
