The Director-General (DG) of the Free State provincial government, Kopung Ralikontsane, has officially stepped down after 39 years of service.

Ralikontsane’s departure comes amid controversy following a damning report by the Public Protector (PP), which called for remedial action against him due to alleged financial mismanagement related to the burial expenses of the late MEC for Education, Tate Makgoe, and his protector, Vuyo Mdi.

The investigation, led by the PP, revealed that R5.9 million was spent on burial expenses, a sum deemed “excessive” and a violation of constitutional and legislative standards, including the Public Finance Management Act (PFMA). As a result, the PP recommended that Free State Premier, MaQueen Letsoha-Mathae, implement the remedial measures.

The Acting Head of Communication in the provincial government, Setjhaba Maphalla, confirmed that Ralikontsane would leave his position at the end of August 2024, marking the end of his term.

Ralikontsane’s tenure as DG began in 2013, following his role as Head of the Department for Local Governance and Traditional Affairs. Premier Letsoha-Mathae lauded his commitment and contribution, describing him as a “trusted and dependable anchor” for the Free State government. 

“We will miss Ralikontsane with his trademark hat, which has come to embody his incomparable work ethic, humility, and outstanding leadership, having served as DG under four Premiers of the Free State. We wish him well in his future endeavours.”

‘He is one of the few remaining active administrative leaders’

Ralikontsane’s career began in education as a teacher in 1985, where he also engaged in community leadership roles. He played a significant role during the transitional period leading up to the 1994 democratic elections, particularly in local government negotiations and transitional agreements. He was also the first Chief Executive Officer of the Free State Local Government Association.

Maphalla emphasised Ralikontsane’s significance, stating: “He is one of the few remaining active administrative leaders who played a pivotal role in ushering in the democratic dispensation.” 

Ralikontsane continues to serve as a member of the council at the University of the Free State (UFS).
