The North West Department of Education has addressed mounting public concern regarding the recent awarding of a R100 million printing contract for this year’s examination papers.

Amid widespread debate on social media and in the public sphere, the department says the contract represents a strategic investment in education security and integrity. The increase from a previous R27 million allocation was necessary to address persistent security breaches, said Education spokesperson Mphata Molokwane.

“The new contract includes tight security measures such as biometric access, CCTV-monitored printing zones, GPS-tracked logistics, and 24/7 secure storage to eliminate leak risks and ensure examination integrity.”


The province has previously faced significant challenges, including paper leaks and compromised examinations. Relying solely on public printing facilities with outdated or insufficient security infrastructure was no longer viable.

Unlike the previous R27 million arrangement, which only covered printing, the R100 million deal offers a full-spectrum solution.

“The current contract is a comprehensive end-to-end solution that includes high-volume printing, secure packaging and labelling per school, delivery to and collection from all districts, storage of question and answer booklets, and retrieval and delivery of scripts to marking centres,” said Molokwane.

He also cited a sharp rise in learner numbers over the past five years, driving the need for more examination scripts, logistical coordination, and security management. Inflation and increased market costs for materials, fuel, security, and staffing were also contributing factors.

“The department cannot compromise exam integrity by underfunding these critical functions. The price reflects current market realities for secure national-standard examination handling.”

The contract is designed to ensure logistical efficiency and equal access for all learners. “The current contract ensures that every child in every corner of the province receives their paper on time, and that no learner is disadvantaged due to logistics failures or leaks.

“The department has structured the agreement to ensure that North West-based logistics, printing, and support service companies benefit from subcontracting, job creation, and training opportunities.”

The deal included stringent performance indicators, penalties for underperformance, quarterly public reporting, and oversight from an internal monitoring committee.

In a move toward sustainable development, the department also plans to collaborate with the contractor on a skills programme. This initiative will target local youth with training in logistics, printing, and digital document security.
