#Covid19: Correctional Services 'ready for parolees'─── KATLEHO MORAPELA 10:52 Wed, 22 Jul 2020
All measures have been put in place to ensure the personnel of the Correctional Services Department are not over-burdened by the number of parolees they have to monitor outside their facilities.
This is according to the Justice and Correctional Services Minister Ronald Lamola.
In a parliamentary response to the DA, Lamola outlines that they are still working on the release of 19 000 inmates' special parole dispensation in efforts to reduce overcrowding in prisons. He says in response to Covid-19 measures, the Community Corrections Division is ready to admit and monitor all 19 000 cases to be placed on parole and that the ratio of a member to parolee is currently one to 30 (1:30).
Lamola highlights that "prior to the special remission in 2019, the number of offenders was 71 523, Community Corrections had 1 854 personnel entrusted with the monitoring of parolees and probationers. After the remission the number of parolees and probationers decreased to 56 632.
He says the release of 19 000 inmates would not have an impact on the current resources since it will be reverting to the same resources.
OFM News at the beginning of the month reported that a total of 634 inmates had been released in the Free State and the Northern Cape as part of the special parole dispensation to curb the spread of the coronavirus in prisons.
Lamola had confirmed progress was made regarding the release of inmates although there is a long process that needs to be followed when releasing sentenced offenders on parole.
"Only low risk offenders who meet all the requirements and conditions for placement on parole, will be placed on parole" he said.
In additional to the requirements set by the department, Lamola said every qualifying sentenced offender's profile must be assessed and considered individually by the Parole Boards before they make any recommendations for placement on parole.
He now confirms they are making significant progress and are confident Covid-19 regulations are being followed in various facilities.
At least 2 548 officials and 1 606 inmates have thus far tested positive for the virus countrywide.
