Free State MEC for Community Safety, Roads and Transport has firmly denied reports suggesting that the provincial government squandered R269 million on the R709 road project between Tweespruit and Excelsior, near Thaba Nchu.

This follows claims published by City Press alleging the project has become a dust bowl due to contractor abandonment and failed project execution.

Speaking to OFM News, Mbalula described the reports as “very unfortunate,” stating that the amount paid to the contractor thus far is significantly lower than what was reported.

“It is very unfortunate that they made such grave allegations because what is really the state of affairs. I was there this morning at 9 O’clock. 

“I met with the contractor on site, and I have observed the following.”

Mbalula said only R23 million has been paid to the contractor for work completed so far, and not the R269 million reported. He assured that work is ongoing and that progress is visible on several segments of the road.


“Firstly, the road has been prepared to the level that is acceptable and durable. Secondly, the Excelsior side, when you drive from the N1, there is an entrance into the town – they have done that part and completed it. When you drive from Tweespruit to Excelsior, getting into town, that part is also completed.”

Mbalula also refuted claims that the contractor had abandoned the project. He said he visited the site office, where he observed the presence of construction machinery and building materials. 

The contractor, he added, is also working on a nearby Sanral project, indicating their continued involvement in road development in the region. “They assured me in the area of Thaba Nchu, they have material ready there and that they will also deploy to build on that road.”

Mbalula noted that he personally drove along the stretch of road in question and found it to be driveable. He said the potholes that were in that road were also closed.

Mbalula explained the contractor’s phased approach to construction, clarifying that work is being completed in 5 km sections to maintain traffic flow. Once one section is completed, the team moves on to the next.
