The temporary suspension of the province’s road-maintenance programme with the Central University of Technology has been criticized by political parties.

The DA in the Free State will submit questions to the MEC for roads and transport, Jabu Mbalula, following the suspension of the project in the Eastern Free State. The party said this decision not only contradicts the department’s own recent reports to the portfolio committee on roads and transport, which highlighted progress in the pothole-eradication programme. 

But also exposes the DA’s long-standing concern that delayed payments by the department are stalling key infrastructure projects. The department acknowledged the concerns raised regarding the suspension of the pothole eradication programme and said the decision to pause the programme was made after careful consideration.

“It is unacceptable that, while CUT is making progress in improving both the methodology and the materials used for pothole repairs,” said Free State DA road and transport spokesperson Jafta Mokoena. They are now informed that the programme is being suspended due to an inability by the department to make payments and to avoid further costs.

“It further vindicates the DA’s concerns that slow payments by the department have significantly impacted road infrastructure projects, often delaying road upgrades and maintenance.

“The DA understands that road users will face a significant risk of accidents and damage to their vehicles, due to this ill-considered decision. Roads are vital drivers of economic growth, and halting their maintenance undermines the province’s ability to attract investment and create jobs.”


At the launch of the integrated strategy for the prevention of crime and violence on Thursday, 25 September, MEC Mbalula said that they were experiencing challenges in terms of how the province receives money.  

“While CUT’s innovative methods and materials have been beneficial, the department must balance service delivery with fiscal responsibility and available resources,” said Free State department of community safety, roads and transport spokesperson Hillary Mophethe.

“We understand the frustration experienced by road users on our strategic routes and will prioritise urgent repairs through routine maintenance teams and partnerships with Sanral, contractors, and other stakeholders. These efforts are ongoing and aligned with our budget.”
